You Can Calibrate It. Can You Prove It?
ADAS, documentation, and the network-governance problem most OEMs don’t yet see.
Advanced driver-assistance systems have crossed from novelty to norm. Depending on the dataset, somewhere around six in ten collision repairs now require some form of ADAS calibration[1], and the trajectory is steep: the Highway Loss Data Institute projects that eight ADAS systems will be present in half or more of registered vehicles by 2029, up from three by 2027[2]. A bumper repair, a windscreen replacement, a wheel alignment - each can now trigger a safety-critical recalibration that barely registered as a concern a decade ago.
Most of the industry conversation about this has fixated on one question: capability. Can a shop calibrate? With what tools, what training, in-house or sublet? Those are real questions. But for an OEM running a certified network, leading with capability misses the risk that bites.
The data is American. The direction is universal.
A word on the numbers, because most of the hard data on calibration volumes and repair litigation comes from the United States. That is less a limitation than a leading indicator: the US has the most mature ADAS-equipped car parc, the most developed calibration market and the most active body of case law, which makes it the clearest available window onto where other markets are heading.
Europe is on the same path and in some respects is being pushed down it faster by regulation. Under the EU’s New Vehicle General Safety Regulation (GSR2), a suite of driver-assistance systems: autonomous emergency braking, emergency lane-keeping, intelligent speed assistance and driver drowsiness warning among them, became mandatory on all new vehicles registered in the EU from July 2024, with further requirements following in 2026[3]. That guarantees the European parc fills with ADAS-equipped vehicles at pace, and with it the volume of post-repair calibrations. European insurers have already felt the effect on repair economics: Germany’s insurance association estimates that ADAS makes replacing a windscreen around 25% more expensive, precisely because the sensors and cameras behind it must be recalibrated[4].
The specifics of liability, type-approval and data access differ by market, and the UK is weighing its own course. But the underlying direction is more ADAS, more calibration, more documentation, more scrutiny. For a global OEM, the US is simply showing everyone else their near future.
The question that creates the risk
That question is not “Can you calibrate?” It’s “Can you prove you did, correctly, to our procedure, every time?”
The distinction matters because of what happens when a safety system later fails. Litigation over missed or improper calibration is rising, and these cases turn less on intent than on evidence: in discovery, the focus is on whether the manufacturer’s required procedure was followed and whether there is a record proving it[5]. As vehicles move towards higher levels of automation, that bar only climbs. Industry specialists now advise treating every repair as though it could one day be reviewed in a liability case, with documentation that aligns with the vehicle’s own data without gaps. Vague or missing records do not merely weaken a defence; they actively shift liability towards the repairer and, when that repairer carries the OEM certification, towards the brand that certified them.
The documentation gap hiding inside your network
Here is the uncomfortable part. Estimates of how often calibration is required cluster around six in ten repairs, yet calibrations appear on only about a third of repair estimates[6]. These are different datasets measuring different things, so the figures should not be read as a precise subtraction, but the direction is hard to ignore. A meaningful share of required calibrations may be happening without a complete, procedure-linked record, or not happening at all.
At a single independent shop, that is the shop’s problem. Across a certified network of hundreds or thousands of sites, it is a brand-level exposure and, under a traditional audit model, one the OEM largely cannot see. An annual on-site visit samples a handful of jobs in a single day. It tells you almost nothing about whether the calibration on a repair completed three months earlier was identified, performed and documented to your standard.
Why is this an OEM problem, not just a shop problem
A certification is a promise. When a consumer takes their vehicle to an OEM-certified repairer, they are trusting the brand’s word that the car will be returned to factory-safe condition. If a required calibration is skipped or left undocumented at a certified site, the failure does not stay local; it attaches to the certification and to the name on it.
That is why ADAS is not merely a collision-shop operational issue but a network-governance issue for the OEM. The manufacturer that certifies the network carries the most reputational and legal exposure if the network underperforms, and under spot-check auditing, has the least visibility into whether it is. As automation advances and claims increasingly hinge on electronic records, that asymmetry between exposure and visibility becomes harder to live with.
From spot-checking to continuous proof
Managing this cannot be done with an annual audit. It requires the calibration record to be captured, verified and retained as a standard part of every repair’s evidence, continuously, across every site: that the calibration was identified when the OEM procedure required it; that it was performed with the correct tools and method; and that it is evidenced with the things a liability review would look for, pre- and post-scans, before-and-after readings, references to the OEM procedure used, and supporting images.
And the evidence must be trustworthy. This is where ADAS documentation and audit integrity become the same problem. The controls that stop recycled photographs or fabricated evidence in a routine audit matter far more when the evidence in question is a safety-critical calibration record that may one day be read out in court. A calibration record you cannot trust is worse than none, because it offers false assurance.
Closing the loop
This is precisely what a modern network platform should make routine: calibration evidence captured as a verified, standard part of every certified repair, visible at network level in real time, not reconstructed once a year at audit, and certainly not assembled for the first time after a claim has been filed. It is the same evidence-capture and integrity machinery that should underpin the approach of leading certification platforms.
The capability debate will resolve itself; tools get cheaper and training spreads. Provability is the part that does not take care of itself, and for the brand whose name is on the certification, it is the part that matters most. You can calibrate it. The question your network must be able to answer, on any given car on any given day, is whether you can prove it.
